2013 年 9 月和 10 月，中國(guó)國(guó)家主席習(xí)近平在出訪哈薩克斯坦和印度尼西亞時(shí)先后提出共建“絲綢之路經(jīng)濟(jì)帶”和“ 21 世紀(jì)海上絲綢之路”的重大倡議。中國(guó)政府成立了推進(jìn)“一帶一路”建設(shè)工作領(lǐng)導(dǎo)小組，并在中國(guó)國(guó)家發(fā)展改革委設(shè)立領(lǐng)導(dǎo)小組辦公室。 2015 年 3 月，中國(guó)發(fā)布《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和 21 世紀(jì)海上絲綢之路的愿景與行動(dòng)》，今年是其發(fā)布十周年。

When visiting Kazakhstan and Indonesia in September and October of 2013, Chinese President Xi Jinping raised the initiative of jointly building the Silk Road Economic Belt and the 21st Century Maritime Silk Road (hereinafter referred to as the Belt and Road, or B&R). The Chinese government then set up the Leading Group for Promoting the Belt and Road Initiative (BRI) with an administrative office under the National Development and Reform Commission. In March 2015, the Chinese government published the "Vision and Actions on Jointly Building Silk Road Economic Belt and 21st Century Maritime Silk Road." This year marks the 10th anniversary of its release.

1.  我們深刻認(rèn)識(shí)到，和平合作、開(kāi)放包容、互學(xué)互鑒、互利共贏的絲路精神，是共建 “一帶一路”最重要的力量源泉。我曾經(jīng)講過(guò)，古絲綢之路之所以名垂青史，靠的不是戰(zhàn)馬和長(zhǎng)矛，而是駝隊(duì)和善意；不是堅(jiān)船和利炮，而是寶船和友誼。共建“一帶一路”注重的是眾人拾柴火焰高、互幫互助走得遠(yuǎn)，崇尚的是自己過(guò)得好、也讓別人過(guò)得好，踐行的是互聯(lián)互通、互利互惠，謀求的是共同發(fā)展、合作共贏。不搞意識(shí)形態(tài)對(duì)立，不搞地緣政治博弈，也不搞集團(tuán)政治對(duì)抗，反對(duì)單邊制裁，反對(duì)經(jīng)濟(jì)脅迫，也反對(duì)“脫鉤斷鏈”。

We have learned that the Silk Road spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit is the most important source of strength for Belt and Road cooperation. I once said that the pioneers of the ancient silk routes won their place in history not as conquerors with warships, guns, horses or swords. Rather, they are remembered as friendly emissaries leading camel caravans and sailing ships loaded with goods. Belt and Road cooperation is based on the belief that flame runs high when everyone adds wood to the fire and that mutual support can get us far. Such cooperation seeks to deliver a good life not only to people of just one country, but to people in other countries as well. It promotes connectivity, mutual benefit, common development, cooperation and win-win outcomes. Ideological confrontation, geopolitical rivalry and bloc politics are not a choice for us. What we stand against are unilateral sanctions, economic coercion and decoupling and supply chain disruption.

2.  基礎(chǔ)設(shè)施建設(shè)在帶動(dòng)經(jīng)濟(jì)增長(zhǎng)上發(fā)揮著重要作用。中國(guó)通過(guò)共建 “一帶一路”等倡議為此作出了不懈努力。中國(guó)愿同各方一道，秉持共商共建共享原則，堅(jiān)持開(kāi)放、綠色、廉潔理念，努力實(shí)現(xiàn)高標(biāo)準(zhǔn)、惠民生、可持續(xù)目標(biāo)，推動(dòng)高質(zhì) 量共建“一帶一路”取得更多豐碩成果。

Infrastructure development plays an important role in propelling economic growth. China has made unremitting efforts in this regard through Belt and Road cooperation and other initiatives. China is prepared to work with all sides to uphold the principles of extensive consultation, joint contribution, and shared benefits. China will stay committed to the vision of open, green and clean cooperation, and pursue the goal of high-standard and sustainable development for the benefits of the people, so as to deliver more fruitful outcomes from high-quality Belt and Road cooperation.

Under the strong leadership of the Party Central Committee, we have stepped up the overall planning and made coordinated progress in promoting high-quality development, fostering a new development dynamic, and advancing BRI cooperation.Committed to the principles of extensive consultation, joint contribution, and shared benefits, we have achieved significant and tangible results by strengthening “hard connectivity” in infrastructure, “soft connectivity” through harmonized rules and standards, and people-to-people connectivity. BRI cooperation has helped regions across the country to open wider to the world. We need to continue to promote trade and investment liberalization and facilitation, and ensure secure and orderly flow of people, goods, capital and data. We should create growth drivers that promote cooperation, such as the digital economy, green energy and modern agriculture. Belt and Road cooperation is a major platform for promoting development for us all. We need to strengthen complementarity between the BRI and the development strategies of Shanghai Cooperation Organization countries, and with regional cooperation initiatives such as the Eurasian Economic Union. We should keep industrial and supply chains functioning smoothly, promote economic integration and interconnected development of all countries, and deliver shared benefits to all.

As a longstanding supporter of economic globalization, China is committed to following through on its fundamental policy of opening up. China will continue to liberalize and facilitate trade and investment, help keep global industrial and supply chains smooth and stable, and advance high-quality Belt and Road cooperation. China will promote institutional opening up that covers rules, regulations, management and standards. We will foster a business environment that is based on market principles and governed by law, and meets international standards, and we will unleash the potential of the huge China market and enormous domestic demand. We hope these efforts will bring more cooperation opportunities to other countries and add further impetus to global economic recovery and growth.
